PROSPECTS FOR UKRAINE
After Ukraine gained its independence, the creation of an effective modern
system of state administration became an important factor of Ukrainian
society's recovery from economic recession.
Gradual implementation of a new system of state administration can ensure
the formation of Ukraine as a highly developed, legal, civilized European
state with high living standards, high level of social stability, culture
and democracy, and it can help Ukraine become an influential state in
economic and political life of Europe and the whole world.
The administrative reform in Ukraine is gaining strength. It consists
in complex reformation of the existing system of state administration. The
main aim of the reform is to make the authorities accountable to citizens,
transparent and effective in addressing the existing and arising problems
in accordance with today's needs of the society.
European choice for Ukraine is more than mere geographical term.
In the first place, we have chosen civilized European model of development,
which allows achieving progress in all spheres of social and public life.
Ukraine has enough potential to make a breakthrough towards new technologies
in industrial production, towards new relations in the sphere of economy,
towards new view on the quality of life and living standards, towards social
and cultural integration of our population into the European community.
To make a European choice means taking a decisive step towards the development
of the country's interior potential through its efficient use.
Ukraine is a country with high scientific potential. Ukrainian scientific
institutions are known for unique achievements in development of
new materials, investigations in low temperature physics, electric welding,
information science and many other spheres.
Democratic reforms in a society are impossible without democratization
in the sphere of economic relations. Economic democratization demands
that the rules regulating the activity of all economic entities of Ukraine
operating in both foreign and domestic market regardless of their level
and the sphere of business be legislatively fixed.
Ukraine has reached such a stage of political and economic development
when the formation of civilized relations and authentic topics in economic
sphere, under which the entire world lives, become especially urgent.
Economic strategy of Ukraine's development should be pragmatic to
the maximum, free of politicization, ideological schemes and stereotypes.
This will allow Ukraine to integrate into the world's economic process
as a country with competitive economy able to solve the most difficult tasks
of its development.
