ACHIEVEMENTS IN ECONOMY AND INVESTMENT CLIMATE

For the fourth straight year, Ukraine showed some of the best macroeconomic performance in Eastern and Central Europe in 2003. After a slight slowdown in economic growth in 2002, Ukraine's economy demonstrated a remarkable GDP growth rate of 9.4% in 2003,despite huge shortfalls in agriculture. This rate of growth was the highest since Ukraine's independence. Buoyant domestic consumption, a favorable external environment and continuing investment expansion contributed to the country's robust GDP growth, which has continued during the first half of 2004.

The major sectors that drove economic growth during 2003 were the processing industry (in particular, metals, machine building and food processing), construction, transport, and wholesale and retail trade.
Despite the uncertainties associated with the Presidential elections of 2004, the excellent macroeconomic performance in the country over the last four years as well as the progress in tax reform and the WTO accession progress is sending positive signals to the international investment community.

Net Foreign Direct Investment (FDI) inflows have increased significantly in 2003, underlining an improved investor attitude towards the country. Over the year, net FDI reached $1.4 billion, the largest annual inflow since Ukraine's independence. This corresponds to about 3%of Ukraine's GDP.

Ukraine continues to progress in most areas of macroeconomic performance, with good economic growth, sound fiscal policies, low inflation, foreign exchange stability, low external debt, and a good balance of payments.
